International Water Association seeking information on best practice water efficiency projects - share your experiences/ case studies from your country

Water efficiency measures have increasingly been applied and researched globally, however to date there hasn't been a comprehensive collation or analysis of these programmes. The Efficient Urban Water Management Specialist Group is planning to develop an understanding of best practice in water use efficiency to support indicators for comparison between water utilities, states, and counties (similar to the Infrastructure Leakage Index). A baseline is first required to understand the state of water efficiency activities, targets and impacts on consumption internationally.

We are seeking information on best practice water efficiency projects/ programmes to help inform the development of performance indicators. The outputs from this research project will be discussed at the IWA Efficient/ Benchmarking 2015 conference in April 2015.

What are the green infrastructure and water management opportunities within the London Infrastructure Plan 2050?

Cities are key to sustainable development and the Greater London Authority’s (GLA) consultation on a London Infrastructure 2050 plan provides an opportunity for this world city to provide a leading role. I love living in London, however travelling throughout the world I see many approaches that we can adopt. This would help London meet the challenges of population growth (the city’s population is set to grow 37% to 11.3 million people by 2050) and climate change, adapting to and mitigating against threats such as flooding.

Green Infrastructure – a water sensitive city
I was introduced to this concept in Melbourne Australia and promoted it through work in Wales and now through work internationally. The transition to water sensitive cities is supported through the delivery of Water Sensitive Urban Design (WSUD).

WSUD is the process of planning and engineering the built environment through urban design to integrate with water-cycle management to help manage stormwater, prevent flooding and improve water quality. This provides multi-functional blue and green infrastructure that can deliver a wider range of benefits and link to broader funding opportunities.

GLA and the London Infrastructure Development board can support a transition to a water sensitive city. The proposed Green Infrastructure Task Force will provide an essential focus point for developing evidence and delivery of green infrastructure in London.

Based on international experience and some of my work in the UK I’ve suggested key issues that need to be considered, including:


  • Partnerships and funding – developing the business case for green infrastructure: based on our work for Greater Lincolnshire Local Enterprise Partnership, business cases are essential to enabling more integrated water management. This should include mapping homes and business that would benefits (e.g. from flood defences) and a wider assessment of costs and benefits.
  • Capacity building – transitioning to a water sensitive city: based on international experience actions can range from supporting trusted and reliable research to providing strategic funding and demonstration projects. Also the experience in France (see my previous blog) suggests the need to change how green infrastructure maintenance is considered when there are multiple benefits. If sustainable drainage systems (SuDS) are managed within planning as planned by Defra, there is a role for GLA to support capacity and best practice in local authorities.
  • Landscape ecology approaches – considering the city within wider systems. My colleague Richard Smithers is chair of the International Association for Landscape Ecology and has commented that “much thought on developing sustainable cities currently seems to be focused on socio-economic solutions with biodiversity pushed to the side-lines (see his blog). Green infrastructure tends to be based on site-centred or city-centred thinking”. Sustainable cities need to consider impact and dependencies more broadly and examples of wider catchment strategies as in the city of New York Watershed can be applied in London.

Water Management
 The London infrastructure plan and consultation and supporting reports set out key actions as well as the major limitations of the current regulatory and delivery model for water supply. From as early as 2016 Thames Water projects a deficit (demand greater than supply) rising to 10% by 2025 and 21% by 2040.

I believe there are several additional options that could help manage the expected deficit in water supply include:


  • Developing improved indicators and targets for water efficiency
  • Water efficiency support to business and SMEs in London
  • Supporting integration of water efficiency into energy retrofit and social housing refurbishment programmes
  • Improved water resources planning approaches
  • Analysing costs and benefits of water efficiency versus capital projects, including alternative water sources

Beyond the London Infrastructure Plan 2050 consultation
 Ricardo-AEA was asked by GLA to provide a consultation response on Green Infrastructure and Water Management issues. The full response is available online. In this blog I have summarised some of the main issues. We plan to work with the GLA, Defra, Environment Agency, water companies and other key stakeholders to provide the evidence as well as innovative approaches that are required to deliver sustainable infrastructure in London to 2050.

By identifying how to turn London in to a water sensitive city, we can take steps that will help the city develop sustainably up to 2050 and beyond. This isn’t just about tackling challenges such as population growth and climate change but also about enhancing the liveability of London. Water sensitive cities benefit from improved water quality, reduced urban heat island effect and improve general wellbeing thanks to more integrated sustainable drainage, water reuse and landscape features.

My round up of the IWA World Water Congress

The beautiful city of Lisbon, Portugal, provided the perfect backdrop for my first International Water Association World Water Congress. Over 5,000 delegates attended from all around the world marking this important event for networking, dissemination and progressing towards sustainable water management goals.

Keynote presentation and workshops covered a broad range of topics, however it was the specialist group meetings where the real networking and decision making behind the future work programmes for IWA took place.



IWA Efficient Urban Water Management Specialist Group Meetings

I attended the IWA EUWM Specialist Group meetings and was voted on to the management committee. The key upcoming event is the IWA conference on Water Efficiency and Performance Assessment of Water services, to be held in Cincinnati USA April 20-24 2015. Abstract deadline extended until November 15th.

I will be leading a specialist group project and below is a call for input on the steering group:

Strategic Project - Water efficiency case studies to support performance indicator development

The EUWM SG is planning to develop an understanding of best practice in water use efficiency to support indicators for comparison between water utilities, states, and counties (similar to the Infrastructure Leakage Index). A baseline is first required to understand the state of water efficiency activities, targets and impacts on consumption internationally.

Young Water Professionals (aged below 35) represent around 25% of the specialist group membership. We are aiming to increase participation of this group by encouraging contributions as part of this strategic assessment. There is now an opportunity to get involved with the steering group for this project – we are looking for IWA YWPs from across the regions to participate. By getting involved you will gain experience in developing and delivering a strategic research project, get access to experts and mentors in the EUWM SG and demonstrate continuing professional development. This will also support your case to attend the IWA Efficient 2015 conference where we will discuss the outputs and how they can lead to performance indicators.

Cities of the future - transitioning to the 2050s

The cities of the future programme focussed on resilience and sustainability as integral to the water sensitive infrastructure of the future. Paul Brown from California provided an overview from the beginning of the cities of the future programme in 2006 to systems approaches, One Water approaches, and treating urban landscapes like natural systems. The 2014 drought in California highlights issues of extreme complexity and extreme uncertainty that need to be addressed in water planning.

Steve Moddemeyer from Seattle presented the opportunities considering we are constantly building and rebuilding cities every year. The approach of nested semi autonomous districts for water management (from building to neighbourhood and city) fits more with the resilience of natural systems and can be a way of transitioning our cities towards a mix of centalised and decrentalised solutions.

Rob Skinner from the Centre from the Water for Liveability Centre at Monash University presented the water sensitive cities approaches being applied in Melbourne. Their vision is for sustainable, resilient and liveable cities.  Liveability is increasingly being utilised as a term for cities of the future and Rob discussed how it relates to existence, relatedness and growth. There is still a need for structural measures such as desalination or green infrastructure, however behaviour change is also required as demonstrated by the reduction in water use during drought years in Melbourne. He concluded that to address the 'wicked' problem of water management we need drynamic assessment of options, a new economic evaluation framework, and the right institutional governance and cultural pre-conditions.

As a conclusion from this session we need to plan differently in order to transition to the 2050s and provide resilient and liveable cities to live in. A range of approaches exist to address uncertainty and risk. 

The London Infrastructure Plan 2050 is considering alternative approaches to water planning and taking a city scale approach can mean more to water customers than whole regions. There is also a need to consider wider socio-economic scenarios in order to develop effective policy options - and example is application to water demand in 2050 from the food and drink manufacturing sector.

Lisbon also provided an excellent scene for cultural exchange and networking across the International Water Association. The Efficient Urban Water Management Specialist Group attended an evening of fado music and the gala dinner was set in what used to be a convent in Lisbon. A few photos below.

IWA Lisbon 2014 World Water Congress

The International Water Association World Water Congress 2014 begins Sunday 21 September. I'm attending to participate in the Efficient Urban Water Management Specialist Group meetings as well as the broader programme.  Efficient water management will continue to be essential to meet pressures on water resources from climate change and population growth.

Open Specialist Group Meeting Lisbon 2014 
The Open Efficient SG meeting takes place 13:30 to 15:00 in room 0.06. This is an excellent opportunity for IWA Young Water Professionals to learn more about the group and get involved. Additionally the group will be discussing the 2015 conference in Cincinnati USA and  future strategic programme.

I'll be writing on some of the outcomes from the specialist group meeting, key sessions at the conference and a field trip.
